Summary:
The King County Department of Transportation proposed to make improvements to the intersection of SR 515 (also known as Benson Road SE) and Carr Road SE to improve Level of Service (LOS) by adding capacity to this high volume intersection. Three build alternatives were evaluated to determine the most suitable roadway alignment alternative. The environmental review paralleled the design provided by the Federal Highway Administration (FHWA) and the Washington State Department of Transportation (WSDOT) directed the environmental review of air quality and noise impacts to provide a project conformity statement and to determine whether noise abatement was warranted for the project.
