Summary:
The Central Puget Sound Regional Transit Authority (Sound Transit) proposed to construct and operate a commuter rail system that would provide peak-hour commuter rail service between Tacoma to Lakewood Washington. As part of the development, the project needed to undergo an environmental review under the National Environmental Policy Act (NEPA) and the State Environmental Policy Act (SEPA). As a federally funded project, it was critical that the commuter rail system meet all air quality conformity requirements and obtain a Finding of Non-Significance Impacts (FONSI).
