Summary:
Washington State Department of Transportation (WSDOT) identified that the Second Street Bridge in Mount Vernon Washington (located in Skagit County) needed to be modified or replaced to be in conformance with interstate design standards and for earthquake safety. The overall mission of the proposed project was to replace the existing Second Street Bridge 5/536 over Interstate 5, the Burlington Northern Santa Fe Railroad Right-of-Way and SR536. This project would tie into the existing Second Street alignment near Washington Street in downtown Mount Vernon and with the existing Fourth Street alignment south of Fulton Street. Environmental documentation support was required to meet WSDOT and Federal Highways Administration (FHWA) requirements.
