SDCWA On-Call Inspection Services– Metropolitan Water District of Southern California – Colorado River Aqueduct

Client: Metropolitan Water District (MWD) of Southern California
Project Description:
MWD is a consortium of 26 member agencies serving nearly 18 million residents across six Southern California counties. As part of its mission to reliably deliver high-quality water, MWD periodically undertakes major maintenance at critical facilities along the Colorado River Aqueduct. This federally funded, multi-phase shutdown involved comprehensive refurbishment of the Iron Mountain, Gene, and Hines intake plants. Entech provided specialized electrical and mechanical inspection services as a subconsultant to MARRS during three distinct phases of work.

Service: On-Call Electrical & Mechanical Inspection Services
Solution:
Over three phases, Entech deployed experienced field inspectors to oversee contractor work at the intake plants and conveyance facilities:

  • Phase I: Field electrical and mechanical inspectors verified contract compliance, reviewed specifications, documented progress, and resolved disputes. Specific tasks included overseeing refurbishment of head gate drive components, installation of new motor drive systems, and power/control cable installations.
  • Phase II: Inspectors monitored additional construction contracts, including installation of a new power distribution system, removal of obsolete electrical equipment and corroded conduits, and placement of stainless steel ladders with fall-prevention systems at surge chambers.
  • Phase III: A lead mechanical inspector managed inspections during the low-flow period, focusing on pipeline and manhole inspections at siphons, internal seal installations, dewatering activities, blind flange removals, and new outlet installations.

Benefits:
Entech’s inspectors provided rigorous oversight, confirming that contractor work adhered to MWD’s stringent specifications and minimizing the risk of costly rework or schedule delays. By delivering detailed daily reports, photographic documentation, as-built records, and timely recommendations, Entech facilitated the successful completion of MWD’s maintenance program — safeguarding critical water delivery infrastructure for millions of residents while maintaining operational and design integrity.
