The SR-99 project scope is to produce an EIS with three design plans for replacing or repairing the 49-year old Alaskan Way Viaduct and 68-year old seawall because of their age, risk to public safety, seismic vulnerability, deteriorated condition, and critical role in the region’s transportation system.
Solution:
Entech Consulting Group is supporting the engineering effort of this multi-billion dollar (potentially one billion dollars) project by providing two administrative personnel to Parsons Brinckerhoff, the prime contractor on the project. Our staff reviews the prime’s invoice, and over twenty sub-consultants’ invoices for accuracy, expense back-up, and compliance with the Washington State Department of Transportation (WSDOT) contractual terms. Invoices are entered into a customized Oracle application, from which final invoices are produced and forwarded with a progress report to WSDOT. Our staff assists the Operations Manager with project supplements, sub-consultant’s payments, and other accounting and contractual matters.
We manage the content and users of the project’s web page, and train new users on the use of the site (currently there are 220 users on this collaboration and communications site). We assist the project manager and senior staff on special projects, organize team-building activities, and supervise document control for the project.
In addition, our staff serves the Office Manager, controls all documents, and supports the Project Administrator, Project Manager, Engineering, and Design Plan Leads. Our staff prepares meeting minutes and agendas for the weekly core team meetings, maintains the AWV and Seawall project library, edits and distributes project deliverables to WSDOT and the City of Seattle, and provides administrative support for more than 30 project staff members.
Other functions include:
Reviewer and editor, General Provisions for Construction Contracts: reviewed multiple versions of the GPs, assisted Construction Management, Contracts, and Legal departments. Currently researching the use of force accounting at another agency and FTA’s satisfaction with those methods.
Reviewer and editor, RFP for CM Services: editing, coordinating, and ensuring the use of correct interfaces with baseline documents.
Editor, assorted specifications: editing, coordinating with other baseline documents, and word processing.
Co-author and editor, Link Project Control Procedures: research, organization, writing, formatting, and editing of Project Control Procedures to support the Link Project Management Plan.
