Summary:
The Central Puget Sound Regional Transit Authority (Sound Transit) proposed to build and operate the Central Link Light Rail with five stations serving major destinations and providing connections to regional and local bus services, commuter rail and to Amtrak. The Everett Transit Station, a major transit hub for Everett and Snohomish County, required an over-crossing at Pacific Avenue. An air quality analysis to estimate potential impacts on air quality for the proposed project was necessary to assist in obtaining federal funding. The air quality analysis would demonstrate whether the project would pose any adverse effects that would prevent it from meeting conformity requirements.
