Project Description:
The federally funded Willow Street Corridor Improvement Project enhanced key intersections along East Willow Street between Walnut Avenue and east of Cherry Avenue in Signal Hill. The project reconfigured lanes, extended turn lanes, and improved circulation to reduce congestion and improve mobility near residential and school areas.
Service: Air Quality & GHG Impact Assessment
Solution: We conducted a CEQA-compliant air quality and greenhouse gas analysis using CalEEMod 2020.4.0 to model construction-phase emissions (ROG, NOx, PM10, CO, CO₂e). Impacts were compared to SCAQMD regional and localized thresholds, including localized significance thresholds (LSTs) for sensitive receptors 175 feet away. Standard best practices under Rule 403 were documented to control dust and emissions.
Benefits: Our rigorous, defensible findings supported federal compliance and allowed the City and LA Metro to move forward confidently, delivering intersection and congestion improvements while safeguarding air quality in this dense urban corridor.
